General Council Guidelines CRCIRA Executive Board CRCIRA Executive Board will be comprised of all CRCIRA officers district facilitator, immediate past president, program and standing committee chairs. In the event the president or president-elect cannot attend an Executive Board meeting, that person may delegate voting privileges to a designated member of the Executive Board. CRCIRA Executive Board will have at least three scheduled meetings per year: fall, winter, and spring. NMIRA Leadership Workshop CRCIRA shall send its president, president-elect, director of membership development, and other assigned persons to the annual State NMIRA Leadership Workshop. Membership Eligibility Membership to the council shall be open to all persons engaged in the teaching or supervision of literacy at any school level, to parents, and to any others interested in the purposes of the council. Definition of Council in Good Standing CRCIRA shall remain in good standing and shall support NMIRA by assuming the following responsibilities: · Maintain 10 or more International Reading Association members · Paying of dues · Working cooperatively with NMIRA · Participating and implementing State and Regional Conference activities as designed · Attending all Executive Board Meetings and the annual Leadership Workshop · Participating in NMIRA State award programs · Assuming financial support for attending all activities, when not reimbursed by NMIRA · Submitting the Report of Council Officers to the state coordinator by April 15. All local officers must be members of the IRA, as well as the NMIRA Council Officers Announcement of newly elected officers shall be made at the Spring Executive Board Meeting. New officers will be installed at the Spring Awards Meeting. Terms of Office shall begin June 1 and end May 31 of the following year. Qualifications of officers: · Be members of IRA, NMIRA, local council members · Carry out the duties of the position · Maintain records of the office · Attend Executive Board Meetings · Attend council activities · Maintain communication with other council officers · |

· Plan and chair Officers’ retreat prior to NMIRA State Leadership Workshop. · Plan and carry out Executive Board Meetings. · Preside at all meetings of the council, act as chairperson of the Executive Board, and exercise general leadership and supervision over the affairs of the council. · Appoint the chairs for the standing committees and supervise the carrying-out of their charges. · Work with the president-elect in development of the year’s budget which will be presented by the Fall Executive Board Meeting. · Work with the State Officers to maintain the councils good standing in NMIRA. |

· Serve as chair to the program committee. · Appoint the program committee chairs and supervise the carrying out of their charges. · Work closely with the president to keep the council in good standing. · Ensure the planned programs are carried out successfully. · Purchase recognition items to be presented at the Spring Awards Banquet.

· Take accurate minutes during the Executive Board Meetings, mail them to the Executive Board Members within the month, and submit them at the next meeting for approval. · Serve as chair for the newsletter committee. · Write correspondence for CRCIRA upon the request by the president or as a recommendation from the Executive Board Meeting. · Keep a permanent book of the minutes of all the meetings. |

· Present a financial report at the Spring Executive Board Meeting that shows the status of all line items expenditures. · An annual financial review of CRCIRA treasurer’s books shall be conducted by June 1 by the treasurer and a designated committee. · Collect dues and remit state portion to the NMIRA Director of membership by the 20th of each month. · Work with the Director of Membership development to maintain accurate membership records. · Sign checks and drafts for disbursement of funds. Reimbursement is based on line item budget and documentation of expenditure. |

· Work cooperatively with the CRCIRA Treasurer to accurately record membership, and send dues and membership roster to NMIRA Treasurer and roster to NMIRA Director of Membership by the 20th of each month. · Council Membership received after March 1 shall be submitted at the first reporting date of the following school year. · Provide a membership table at all council activities · Enlist membership at schools. · Distribute directory and membership cards · Ensure that membership information and forms are included on all council communications. |

· Prepare directory/handbook for distribution in the Fall · Attend Executive Board Meetings and council Meetings and council activities. · Chair the Nominating Committee · Coordinate the selection of the “Member of the Year” Award with the Executive Officers. |

Awards All award winners will receive a complimentary meal at the Awards Banquet, a complimentary membership for the next year, a certificate and a token of recognition. |
